Remove a zone

DELETE 
/zones/:zoneId

Removes the given zone's brokers from the cluster and drops the zone from the persisted partition distribution configuration, in one atomic change. The force flag needs to be set when the brokers in the region to be removed are not currently reachable from the surviving regions.
